MINUTES
October 13, 2009
Council meeting called to order at 7:03 P.M. by Mayor Gene Becker
Roll Call: C. Loots, C. Meyer, S Juilfs, and R Bachman. Absent: D. DeVore
APPROVAL OF AGENDA: C Meyer made a motion, seconded by C Loots to approve the Agenda. Roll call: Ayes R. Bachman, C. Meyer, C. Loots and S Juilfs. Motion carried.
CONSENT AGENDA: C Meyer made a motion, seconded by S. Juilfs to approve payment request #5 from R& R Excavating for $5,190.00from CDBG and $15,573.20 from SRF, Kuehl and Payer for $16,861.47 from SRF and MIDAS for $855.00 from CDBG for the sewer lagoon project. Roll call: Ayes R. Bachman, C. Meyer, C. Loots, and S Juilfs, Motion carried. D DeVore arrived at 7:09. Correction to Sept. 8th regular council meeting, Sherri Ricke approached the Council seeking permission for her chickens to stay within the City limits. C Meyer made a motion, seconded by C Loots to approve the Consent Agenda: Financials, Minutes, Requests, Reports, and Bill List. Roll call: Ayes R. Bachman, D DeVore, C. Meyer, C. Loots, S Juilfs, Motion carried.
COMMITTEE REPORTS: Neal Kuehl was on hand to discuss the Sewer Lagoon project. He presented the 2nd change order from R & R Excavating for the replacement gate and frost covers at the lagoon. D DeVore made a motion, seconded by R Bachman to approve the 2nd change order for R & R Excavating of $2,200.00. Roll call: Ayes R. Bachman, D DeVore, C. Meyer, C. Loots, S Juilfs, Motion carried.
New Maintenance Shed: R Bachman stated that the doors will be coming the week of the 19th. Also the Council discussed where to dig the water and sewer lines in from; the Council agreed that a special meeting will be needed once R Bachman receives some additional information. The Council also asked that at that special meeting the Street sweeper be placed on the agenda. Mayor Becker discussed the electrical hook-up. Meyer Electric could dig the 450ft and install a 200AMP panel for $2,750.00. A motion was made by C Meyer, seconded by C Loots to approve Meyer Electric for $2,750.00 to install electric to the Maintenance Shed. Roll Call. Ayes; R. Bachman, D DeVore, C. Meyer, C. Loots and S Juilfs. Motion carried.
Garbage: D DeVore asked to revisit the option of city wide garbage pick-up at a lower cost to the customers as previously discussed. C Loots asked for some additional information from Duane Schuttler. C Meyer stated that since the Council voted against it at the last Council meeting that no decision should be made this month. Garbage pick-up was tabled to the next regular meeting on November 10th.
Library: Linda Courter asked the Council to approve Cathy Charleston to the Library Board. S Juilfs made a motion, seconded by R Bachman to approve the Library Board’s choice of Cathy Charleston for the new board member of the Library. Roll Call. Ayes; R. Bachman, D DeVore, C. Meyer, C. Loots and S Juilfs. Motion carried.
Fire Department: Fire Chief Dan Rosa asked the Council to approve two new members to the Fire Dept. Motion was made by C Meyer, seconded by C Loots to approve Drew Evens as a member pending physical and Paul Hunter as a Training Officer/Safety Adviser pending workman’s compensation insurance coverage. Roll Call. Ayes; R. Bachman, D DeVore, C. Meyer, C. Loots and S Juilfs. Motion carried. A motion was made by D DeVore, seconded by C Loots to approve the members that want to go to the NATA Training in Fort Dodge for $650.00 on Nov. 6th and 7th. Roll Call. Ayes; R. Bachman, D DeVore, C. Meyer, C. Loots and S Juilfs. Motion carried. Chief Rosa asked about getting a new walk in door at the Fire Station, the Council asked him to obtain estimates for the next Council meeting.
Ambulance Dept. The Council reviewed the quarterly report for the Ambulance department receive by Kerri Hull.
Shelter House Update: Ron Hanson asked the Council to take a loan out at the bank to purchase and install the boiler for the heated floors in the bathrooms, shower room and storage room in the Shelter House. The Shelter House Committee plans to hold a soup supper fundraiser after harvest to pay the loan back. C Meyer made a motion, seconded by R Bachman to borrow $1,100.00 for the purchase and installation of the boiler. Roll Call. Ayes; R. Bachman, D DeVore, C. Meyer, C. Loots and S Juilfs. Motion carried.
Community Building Update: C Loots asked if her voluntary group could reorganize the cupboards in the Community Building.
Cemetery/Parks: The Council reviewed the mowing contract and determined that per the contract the City pays for the chemicals used in spraying the parks and cemetery. City Hall is to reimburse Dale Oberhelman for the chemicals used in spraying this year.
Police Department: Chief Lorie Gerdes reported that there were 18 calls for service for the month.
City Hall: Motion was made by R Bachman, seconded by C Meyer to have beggars night on Saturday October 31st from 5:30P.M. To 7:30P.M. Roll Call. Ayes; R. Bachman, D DeVore, C. Meyer, C. Loots and S Juilfs. Motion carried. The can recycling will now be put towards City beautification. R Bachman and D DeVore are to look into further, the re-grading of the alley in Block 22. C Loots asked if we charged non-profit organizations for the use of the Knight Train. City Hall stated that we do not charge non-profit organizations.
Public Comments: One customer expressed his concerns for the City wide garbage pick-up.
