Council
present:
S Juilfs, B Meyer, C Meyer and R Bachman Absent: Dan Devore
Public Hearing regarding adoption of Ordinance #207 Amending Chapter
3 Utilities-Refuse Collection
Public Comment: One resident told the Council that
the Garbage ordinance was abusing his constitutional rights by forcing
garbage on him. The resident also asked how many additional accounts
Gray sanitation would be collection with the passing of ordinance
207; the Council responded that Gray Sanitation would gain around
fifty customers. Dan DeVore arrived at 7:15.
C Meyer read the 3rd reading of Ordinance #207. Motion: D DeVore made
a motion seconded by S Juilfs to pass the 3rd reading and adopt Ordinance
#207 effective upon publication. Ayes: S Juilfs, B Meyer and D DeVore.
Nays: Ron Bachman and C Meyer. Motion carried. C Meyer made a motion
seconded by B Meyer to close the Public Hearing. Ayes: S Juilfs, D
DeVore, R Bachman, C Meyer and B Meyer. Nays: None. Motion Carried.

| MAYOR
AND COUNCIL COMMENTS: C
Meyer asked about the Steve Johnson meeting, Mayor Becker stated that
because of weather he had to reschedule it. |
| Mayor
and Council Comments: The Council was informed that someone
broke into the Fire Station since the last Council meeting. City Hall
received an estimate to replace the walk in door at the Fire Station.
The Council asked that the Fire Dept fix the existing door’s
problem of sticking on the bottom making it hard to open. |

OF AGENDA: C Meyer made a motion, second by R Bachman to
approve the Agenda. Roll call: Ayes: R Bachman, S Juilfs, C Meyer,
D DeVore and B Meyer Nays: None. Motion Carried.

AGENDA: D DeVore made a motion, second by S Juilfs to approve
the Consent Agenda: Financials, Minutes, Requests, Reports, and Bill
List Ayes: R Bachman, S Juilfs, C Meyer, D DeVore and B Meyer Nays:

COMMITTEE
REPORTS:
Fire Dept: Training Burn New Cooperative was tabled
to next meeting due to the weather.
Water/Sewer/Streets: Dave George addressed the Council
about a City Employee plowing in a car left on the street and creating
a 3 foot crumb roll in his driveway. The Mayor said he would meet
with the Maintenance Department about the issue. The Council discussed
radio read water meters and concluded that other leak check measures
should be taken first. D DeVore and R Bachman will be meeting to discuss
installation of electrical service in the new maintenance building
and report back to the Council at the March regular meeting. The Council
reviewed a Monitoring Violation the City received from the IDNR for
taking a sample at an incorrect location. The violation letter informed
the Council that a new sample in the correct location needed to be
taken by February 28, 2010 and a letter notifying the public of the
violation needed to be sent out. The Public notice and the 2009 Water
Quality report will be mailed out before April 30 to all water customers.
The Council reviewed an evaluation of Richard Beisch’s water
account for the past 3 years. After review a motion was made by C
Meyer, seconded by R Bachman to credit Richard Beisch $506.99 going
back to June and July of 2006. Ayes: R Bachman, S Juilfs, C Meyer,
D DeVore and B Meyer Nays: None Motion Carried. |
| Police
Dept: Chief Gerdes is to bring recommendations to the next
Council meeting on citation fines. Chief Gerdes questioned allowing
cars to park on Cayuga Street between Maple St and Harrison St. and
asked the Council to consider making it a no parking street. She stated
that because of the snow cars couldn’t park next to the curb
and some cars double park while picking and dropping kids off for
school making it impossible for cars to get out of the angled parking
spots. The Council asked that an ad be placed in the paper reminding
people not to double park and be courteous to people trying to get
out of the angled parking. C Meyer and B Meyer are going to investigate
into an issue that occurred over the weekend between one Fire Dept
member and the Police Chief and report back to the Council at the
next meeting. |
| Summer
Rec.: D DeVore is going to contact last year’s summer
rec. coordinators to see if they are interested in running this year’s
program. |
| Cemetery/Parks:
The volunteer group asked if they could use all the money collected
from the can redemption last year to redo the gazebo park this summer.
The Council agreed that the volunteer group would receive all the
money from the can redemption last year to be used for city beautification.
The Council asked if there were any changes to the mowing contract,
City Hall is to contact Dale Oberhelmen and report back at the next
meeting. |
| City
Hall: A motion was made by C Meyer seconded by D DeVore to
approve the Liquor License for Food on Four. Ayes: R Bachman, S Juilfs,
C Meyer, D DeVore and B Meyer Nays: None Motion Carried. Motion was
made by C Meyer seconded by D DeVore to get updated Municipal Policy
Leaders’ Handbook for the Council, Mayor and City Hall. Ayes:
R Bachman, S Juilfs, C Meyer, D DeVore and B Meyer Nays: None Motion
Carried. The Council reviewed the Cost of ordering the 2010 Iowa Law
Publications. The Council asked that City Hall review the online code
and discuss with the Police Chief to see it’s necessary to order
a set. The Council looked over the insurance valuations for next year’s
insurance policy and tabled the discussion so that more information
could be collected. The Region V Municipal Government Conference is
set for March 22, 2010; the Council members will check their calendars
and decide at the next meeting if they will be attending or not. |
| Budget
FY 2011: A motion was made by C Meyer seconded by S Juilfs
to have a Public Hearing to approve the budget for fiscal year 2011
on March 9, 2010. Ayes: R Bachman, S Juilfs, C Meyer, D DeVore and
B Meyer Nays: None Motion Carried. As of July 1st there will no longer
be a Deputy Clerk position, the position will become a part-time Utility
Billing position. The decision was made at the budget workshop meeting
due to increasing expenses the position will be part-time. The Council
decided to renew a Cemetery CD for one year. A motion was made to
increase paid holidays to include Martin Luther King Jr. Birthday,
Presidents Day and Columbus Day. Ayes: R Bachman, S Juilfs, C Meyer
and D DeVore. Nays: B Meyer. Motion Carried. |
| Public
Comment: Cindy Loots asked that the Council follow thru with
their actions and make sure they are getting done. Loots also complained
about the mowing of Vet’s Park said it needs to be done more
often this summer. Don Mann complained about the railroad crossing
on Seneca St. and Ontario St, asking the Council to try and repair
the crossings. |
