Public Hearing regarding adopting the annual budget for the Fiscal Year 2011
Public Comment: There was none
Resolution #230 Motion was made by D DeVore, seconded by S Juilfs to approve Resolution # 230 adoption of the Fiscal Year 2011 budget. Roll Call. Ayes: D DeVore, R Bachman, S Juilfs and B Meyer. Nays: None. Motion Carried. R Bachman made a motion seconded by D DeVore to close the Public Hearing. Ayes: S Juilfs, D DeVore, R Bachman and B Meyer. Nays: None. Motion Carried. Public Hearing closed at 7:01P.M.

REGULAR CITY COUNCIL MEETING
MINUTES
March 9, 2010

Council Meeting called to order at 7:01 p.m. by Mayor Gene Becker
Roll Call: B. Meyer, S Juilfs, R Bachman and D DeVore. Absent: C. Meyer
Mayor and Council Comments: Mayor Becker mentioned that there is a new business in the Pomeroy Mini Mall; Chantel Stuart opened Shear Excitement on March 1st.
APPROVAL OF AGENDA: S Juilfs made a motion, second by B Meyer to approve the Agenda. Roll call: Ayes: R Bachman, S Juilfs, D DeVore and B Meyer Nays: None. Motion Carried.
CONSENT AGENDA: B Meyer made a motion, second by D DeVore to approve the Consent Agenda: Financials, Minutes, Requests, Reports, and Bill List Ayes: R Bachman, S Juilfs, D DeVore and B Meyer Nays: None Motion Carried.
COMMITTEE REPORTS:
City Truck: Ron Bachman informed the Council that the City truck’s transmission and rear differential are going out. The Council asked that Kenny Rhea get estimates on the cost of fixing the truck and then the Council will make a decision. Ron Bachman also recommended that the City ask to be placed on the list for a used DOT Truck that would have a blade, sander, wing, and ice breaker. Bachman stated a truck wouldn’t be available until this fall. The Council agreed to readdress the issue later this year.
City Hall received a quote from Electric Pump for a Waste Water Pumping Station Service Agreement City Hall is to contact Kuehl and Payer to ask how long the warrantee on the lift station was.
Ambulance: Jane Condon and Kerrie Hull gave an update on the E28 agreement with the County. Kerrie Hull suggested that the Fire Dept look into becoming First Responders to increase the coverage in Pomeroy.
Summer Rec.: Carrie Melohn updated the Council on the school soccer program. Signup sheets have been sent out, and, like last year, kids from Pomeroy will practice in town and have games on Saturdays from April 17 to May 22. Brock Hinners told the Council that he will be sending out signup sheets out for Baseball. He stated that if there aren’t enough kids interested in Pomeroy he will be coordinating with Pocahontas to see what their plans are. He would like there to be T-ball, boy’s baseball and girls in softball so the kids can learn their respective sport better. The Council thanked Carrie and Brock for being coordinators and asked that they keep them informed of their progress.
Nuisance Abatement Hearing: Steve Johnson requested a hearing regarding his nuisance letter from the City. Johnson stated that he complied with the City’s request when he but up the snow fence around the foundation of his property at 413 Oswego St. around four years ago. The Council stated that the property is a nuisance because of a dangerous building. Johnson also asked the Council to look into putting another intake on his property to help with drainage. The Council agreed to look at it this spring when the ground is cleared.
Garbage: A motion was made by D DeVore seconded by S Juilfs to approve and sign the contract with Duane Schuttler for the garbage services and also approve the City Clerk to pay the monthly payment on the first of every month. Roll Call. Ayes: D DeVore, S Juilfs and B Meyer. Nays: None. R Bachman was absent for vote. A complaint was received by City Hall regarding residential dumpsters. The resident feels he shouldn’t have to pay for City garbage and Gray sanitation for the dumpster. The Council said it is the residents’ choice to have the dumpster.
Fire Dept: Training Burn New Cooperative Dennis Knight from New Coop. was present to ask the Council’s permission to hold training on either April 11th or 18th. New Coop is burning down the old wood elevator; they have hired Fire Training Consultants to hold the training burn. The burn would require assistance from several area Fire Departments. Scott Thompson from Fire Training Consultants discussed the steps that are taken before the burn would happen he also stated that they would be meeting with the Pomeroy Fire Dept on Monday the 15th to review the training burn. The City’s insurance agent, Ron Siepker, was present so the Council asked if the City was liable. He stated that he did not foresee any problems for the City. B Meyer updated the Council on a meeting he and C Meyer had with Chief Rosa. B Meyer suggested the whole Council meet with Chief Rosa to look over any current issues.
Insurance Valuations: Ron Seipker is going to meet with K Rhea and R Bachman to review the specs for the City buildings to revaluate the insurance coverage and report back to the Council next month.
Water/Sewer/Streets: K Rhea is to meet with two electricians to get estimates on the Maintenance Shed. The Council agreed not to apply for the I-Jobs Water Quality Grant since the City just finished a lagoon project. City Hall is to look further into the $11,000 of CDBG money left from the sewer project to see if it can be used for new water meters. K Rhea and S Slawson will be attending a IDSE report workshop meeting in Spencer on April 8th.
Police Dept: 13 calls where reported this month, one raccoon was caught. Chief Gerdes reported back to the Council that Rockwell City’s fines are $10 and Manson’s fines are $5. She suggested that the City raise the fines and the Council agreed to look into it when they are re-codifying the City ordinance’s this year.
Cemetery/Parks: Motion was made by D DeVore seconded by R Bachman to renew the Cemetery/Park mowing contract with spraying being done in the fall only. Roll Call. Ayes: D DeVore, S Juilfs, R Bachman and B Meyer. Nays: None. Motion Carried.
City Hall: Jeff Payne asked if he could run a computer repair business in his house. The Council said he could have the business as long as there was no store front and that the customer parked in the driveway no on the street. The Region V Municipal Governments Conference is scheduled for March 30th the Clerk asked the Council who would be able to attend. The City Clerk is to register G Becker, D DeVore, S Juilfs and herself to attend, R Bachman and B Meyer would need to check and see if they could attend. Those attending are going to meet up at City Hall at 5:00 and ride together.
