| MAYOR
AND COUNCIL COMMENTS: C
Meyer asked about the Steve Johnson meeting, Mayor Becker stated that
because of weather he had to reschedule it. |
| APPROVAL
OF AGENDA: D DeVore made a motion, second by B Meyer to approve
the Agenda. Roll call: Ayes: R Bachman, S Juilfs, D DeVore and B Meyer
Nays: None. Motion Carried. |
| CONSENT
AGENDA: S Juilfs made a motion, second
by D DeVore to approve the Consent Agenda: Financials, Minutes,
Requests, Reports, and Bill List Ayes: R Bachman, S Juilfs, D DeVore
and B Meyer Nays: None Motion Carried.

COMMITTEE
REPORTS:
Library: The Library Board submitted their FY2011
budget to the Council. Carol Ford explained the need to increase the
budget since they were $2,500 short in the salaries section for the
2010 budget and the only reason it wasn’t higher was due to
not having a director for part of the year. The Council said they
would keep that in mind when determining the new budget. |
| Water/Sewer/Streets:
Scott Brunsvold introduced himself to the Council stating he has been
working for Jacobson-Westergard since 1984. He also mentioned a few
of his latest projects which included the $700,000 street project
in Manson last year. The Council reviewed engineering bids from Kuehl
and Payer and from Jacobson-Westergard. A motion was made by D DeVore
seconded by S Juilfs to hire Jacobson-Westergard to be our engineers
for the 2010 Street improvement project. Ayes: R Bachman, S Juilfs,
D DeVore and B Meyer Nays: None Motion Carried. Ron Bachman said that
since Meyer Electric dug in the electric to the maintenance shed he
should be the one to finish the inside of the shed. A motion was made
by D DeVore seconded by R Bachman to hire Meyer Electric to finish
the electric at the maintenance shed. Ayes: R Bachman, S Juilfs, D
DeVore and B Meyer Nays: None Motion Carried. A motion was made by
R Bachman seconded by B Meyer to be placed on the list for a DOT plow
truck. Ayes: R Bachman, S Juilfs, D DeVore and B Meyer Nays: None
Motion Carried. K Rhea and R Bachman are to check on the price of
new and used transmissions and rear differentials and report back
to the Council on their findings. A complaint about garbage services
was discussed. Jeff O’Tool was present to complain about his
water usage, and the Council decided to review the usage for three
months and then make a decision at that point. R Bachman is to check
into seeing if the City could have a railroad crossing light on Ontario
Street. |
| Fire
Dept: A motion was made by B Meyer seconded by S Juilfs to
approve five new members: Beth Rosa, sec/treas helper, Sam Norris,
photo and scene recorder, Adam Passow, Jeff Knutson and Pat Wooley.
Ayes: R Bachman, S Juilfs, D DeVore and B Meyer Nays: None Motion
Carried. B Meyer stated that he had a meeting with Fire Chief Rosa
about the Fire Departments facebook page and that his recommendation
was that they delete their page and use the City’s website to
advertise upcoming events, the Council agreed that the page should
be deleted. B Meyer also stated that any problems the Fire Dept has
should be addressed to him and C Meyer and that they will address
the Council. |
| Nuisance
Properties: D DeVore is to send out letters regarding nuisance
properties. |
| Police
Dept: There were 18 calls, 8 citations, 1 dog citations and
2 arrests made this month. Chief Gerdes reported that letters will
be sent out at the end of the week for unpaid parking tickets. She
also asked what the Council would like to do about parking on Seneca
St. The Council stated that it was to be left to her discretion; they
would however suggest it be seasonal. Chief Gerdes said she would
have the Maintenance men take the signs down but that any cars parked
on the street for more than 48 hours would get a parking citation.

| City
Hall: Spring Clean up day is set for May 1st and an ad was
going to be in the paper that volunteers are needed. A motion was
made by D DeVore seconded by R Bachman that City employees can enroll
in dental insurance under the City’s health insurance that the
City will pay for and be reimbursed thru payroll deductions. Ayes:
R Bachman, S Juilfs, D DeVore and B Meyer Nays: None Motion Carried.
D DeVore updated the Council on The Calhoun Co. Grants. He has talked
with land owners for possible locations for the new entrance sign.
He also showed pictures of limestone that could be used for the sign.
D DeVore will update the Council next meeting on his progress. Leonard
Olson discussed with the Council the pros to the City having its own
Facebook page. A motion was made by D DeVore seconded by S Juilfs
for the City to Have a Facebook and twitter page. Ayes: R Bachman,
S Juilfs, D DeVore and B Meyer Nays: None Motion Carried. L Olson
is to stop in at City Hall to help set up a facebook page for the
City. |
| Public
Comments: RK Welander asked if everyone on the Council had
emails, Mayor Becker stated that not all Council members had email.
B Meyer said he wouldn’t mind having a city email so that he
could keep emails separate from his work or personal email. City Hall
is to see how many email addresses the City can have with Northwest
Communications. A resident asked what the right of way is in town
and the Council said that you would have to call the County recorder
to see what the street width is. B Meyer said he had a question from
a resident in town that since there is no more baseball in town, they
wanted to know if the field at the park could be turned into a softball
field so that they could hold tournaments in town. The Council didn’t
see any problems with that and B Meyer was going to look into it further
and report back to the Council next month. |
